The purpose of the study is to offer the author's approach to the integrated use of methods of analysis and evaluation of human resources development to find effective solutions for the implementation of the process of commercialization of university innovations. The scientific novelty lies in the establishment of interrelations of methods for analyzing the state of human resources of the university and the development of theoretical provisions for their assessment based on the integrated use of existing and developed methods. The purpose of the study is to analyze the processes of implementing the import substitution policy, based on the use of techniques and methods of influencing participants in market relations used by public authorities, which make it possible to identify its strengths and weaknesses and build the author's vision of directions for its stabilization. The authors focus on the prevailing opinion on the phased implementation of the import substitution policy, as well as on its application as a retaliatory measure to (...) the current sanctions regimes. The analysis of scientific sources on the issues under study allows us to draw a conclusion about its special status as a tool for the development of territories. The scientific novelty of the article lies in the author's position of the reasons for the reduction in the production of the main import-substituting food products, as well as changes in the import supply of food products. As a result, the authors expressed the need to change the approaches used to stimulate the production of food products based on the principles of innovation and science. (shrink)

Эволюционирующая социальная динамика требует переоценки обоснования и дискурса, используемых для поддержки теологических взглядов, по сравнению с более ранними периодами. Уникальные характеристики современного российского культурного и исторического контекста вносят изменения в роль богословия и придают его природе более неопределенный и спорный характер, влияя на его статус и место в общественной сфере. В рамках данной работы я попытаюсь сформулировать перспективу, направленную на раскрытие богословской стратегии в форме аналогического и мирного видения.

L'article est consacré à l'analyse du paysage théologique au sein des sphères sociales et ecclésiales contemporaines. Les dynamiques sociales en évolution exigent une réévaluation de la logique et du discours utilisés pour soutenir les perspectives théologiques par rapport aux périodes antérieures. Les caractéristiques uniques du contexte culturel et historique russe contemporain introduisent des variations dans le rôle de la théologie et donnent une nature plus nuancée, incertaine et discutable à sa place et à son statut dans le domaine public. In the article was analyzed term "consulting" using different scientific approaches and was presented authorial view to its maintenance. It was proved that modern changes of enterprises functioning needed to be laid by strategy as control system of development. It was found out that development of enterprises was possible in conditions of effective innovations usage, rates of increasing were connected with the level of strategic management. Was formed authorial position concerning term "strategic consulting" as professional activity in the system of (...) strategic enterprise management. It was set that strategic consulting was powerful source of informative and intellectual resources for increasing level of competitiveness and innovative development. From the point of view scientific approaches it is suggested to present full term of "strategic consulting" as combination system and processing approaches with features of innovativeness that in future will to assist realization of strategic aims and targets of enterprise-customer. A relation on a linearly ordered structure is called semi-bounded if it is definable in an expansion of the structure by bounded relations. We study ultimate behavior of semi-bounded relations in an ordered module M over an ordered commutative ring R such that M/rM is finite for all nonzero r $\epsilon$ R. We consider M as a structure in the language of ordered R-modules augmented by relation symbols for the submodules rM, and prove several quantifier elimination results for semi-bounded relations (...) and functions in M. We show that these quantifier elimination results essentially characterize the ordered modules M with finite indices of the submodules rM. It is proven that (1) any semi-bounded k-ary relation on M is equal, outside a finite union of k-strips, to a k-ary relation quantifier-free definable in M, (2) any semibounded function from $M^{k}$ to M is equal, outside a finite union of k-strips, to a piecewise linear function, and (3) any semi-bounded in M endomorphism of the additive group of M is of the form x $\mapsto \sigmax$ , for some $\mapsto \sigma$ from the field of fractions of R. This article is dedicated to Nikolai O. Lossky’s intuitivism and personalism and their significance in the context of Russian philosophy. The author demonstrates how Lossky’s study of Russian philosophy influenced his work and allowed him to take a second look at a number of philosophical issues, indicating ways to develop them further. As a result of his research, Lossky discovered ideas close to his own in the works of various other Russian philosophers. Lossky became especially interested in two authors, Vladimir (...) S. Solovyov and Fyodor M. Dostoevsky. He created interpretations that examined Solovyov’s philosophy and Dostoevsky’s works from the positions of intuitivism and personalism. The study of Russian thought Lossky undertook in his book History of Russian Philosophy gave him a strong impetus for developing his own philosophical views, which were aimed at bringing philosophy and religion into closer proximity. The article proposes a universal dual-axis intelligent systems assessment scale. The scale considers the properties of intelligent systems within the environmental context, which develops over time. In contrast to the frequent consideration of the “mind” of artificial intelligent systems on a scale from “weak” to “strong”, we highlight the modulating influences of anticipatory ability on their “brute force”. In addition, the complexity, the ”weight“ of the cognitive task and the ability to critically assess it beforehand determine the actual set of (...) cognitive tools, the use of which provides the best result in these conditions. In fact, the presence of ”common sense“ options is what connects the ability to solve a problem with the correct use of such an ability itself. The degree of ”correctness“ and ”adequacy“ is determined by the combination of a suitable solution with the temporal characteristics of the event, phenomenon, object or subject under study. The proposed approach can be applied in the evaluation of various intelligent agents in different contexts including AI and humans performing complex domain-specific tasks with high uncertainty. Modern cognitive approach represents the interdisciplinary branch of scientific reflection uniting researchers of knowledge, studying laws of purchase, transformation, representation, storages and reproduction of the information. People react to own experience, instead of "objective" reality. Cognitive map of the world according to which we operate, our feelings, belief and life experience create. We have no direct access to a "objective" reality, therefore our cognitive map is for us this unique "real" reality. Cognitive science widely uses methodology of synergetic approach successfully (...) describing processes of self‐organizing. On the other hand, the synergetic addresses to modelling cognitive systems both the separate individual and collective cognitive processes. Therefore there are bases tospeak about formation cognitive‐synergetic scientific program ‐ the approach which is under construction on principles of modern nonlinear thinking. (shrink)

Окреслюється зв’язок романтичного гіперболізму з принципом реальності, який виразно постає у політичних і геополітичних імплікаціях. Романтизм розглядається як епіфеномен раціоналізму. Зокрема, йдеться про Пошлість – як одну з перетворених форм комунікативної раціональності, що паразитує на контрасті між ідеологічною тотальністю та узвичаєними формами культури. Чільне місце у статті посідає тема глобальних експансіоністських ідеологій. Автор визначає роль мистецької фантазії та (...) містичних ідей стосовно міждержавного суперництва у геополітичних доктринах. У статті простежується взаємозалежність теоретичних засад романтизму та геополітичних проектів. Автор досліджує міфологічну ґенезу завойовницької фантазії авторитарних лідерів, яка утворюється на основі романтичної сваволі творчого суб’єкта. Осмислюється значення мистецького максималізму у контексті культурно-історичної традиції, що сягає імперського універсалізму. (shrink)

Many nuclear proteins have been found recently to interact with short conserved sequences which are involved in regulating the transcription of various genes. Nuclear transcription factors may be arbitrarily subdivided into two groups, ubiquitous and tissue‐specific. The transcription of one gene is usually regulated by several factors which interact with different sequences located either in the promoter region of the gene or outside it. The appearance or disappearance of transcription factors for some genes corresponds to certain phases of cell differentiation (...) or dedifferentiation and even to individual stages of the cell cycle. The Crimea Conference is by all means an extremely complex historical event. Any attempt to estimate its role and significance without analyzing its ethical components would unavoidably result in unduly simplifying the historical reality of the time, as well as in forming erroneous assumptions that would necessarily be used in the analysis of the causes of Cold War. A thorough examination will show that as far as the ‘ethical’ issues are concerned, there are significant developments with regard to general methodology, (...) as well as its application to the sources. Generations of historians who have addressed the issue of Yalta Conference, although they have not been able to form a scientific, distinct ‘ethical’ tradition so far, have developed all the necessary prerequisites for its establishment. This is evident in the possibility of segmenting the issue in two parts on the one hand, and on the other in the availability of sufficient sources, structured databases, and selected outstanding works. Still, there are no studies about the Yalta Conference so far that address exclusively ethical issues concerning ‘good’ and ‘evil,’ ‘morality,’ ‘duty,’ and ‘honor.’ Although historiographical approaches are to a large extent dependent upon ethical viewpoints, in the case of Yalta agreements so far there have been no techniques available, so as to connect historical accounts with ideology, and historical facts with their philosophical background. In a sense, the situation is quite the same as it is with the study of prehistory: although there is an abundance of data and facts that can be primarily processed, there are no methodological guidelines, nor any devices to classify and explain them. This is also typical for any question raised about the ethics of the Yalta agreements in February 1945. (shrink)

The authors investigated the relevance of consequentialism in commercial space exploration as well as in the actively developing space market. The authors conclude that space expansion and colonization of space objects will lead to a revision of the foundational consequentialism provisions. Consequentialism, formed during the history of terrestrial civilization, loses its effectiveness under conditions of space commercialization. The basics of planetary thinking are different from those of cosmic thinking. Therefore, considering the meaning of the terms “cosmic expansion” and “colonization of (...) the cosmos” through the existing theory of consequentialism faces serious contradictions. There is a range of problems that are not explored in modern philosophy and ethics due to the lack of an empirical basis for philosophical analysis. (shrink)

In the paper we analyse the problem of axiomatizing the minimal variant of discussive logic denoted as $$ {\textsf {D}}_{\textsf {0}}$$ D 0. Our aim is to give its axiomatization that would correspond to a known axiomatization of the original discussive logic $$ {\textsf {D}}_{\textsf {2}}$$ D 2. The considered system is minimal in a class of discussive logics. It is defined similarly, as Jaśkowski’s logic $$ {\textsf {D}}_{\textsf {2}}$$ D 2 but with the help of the deontic normal logic (...) $$\textbf{D}$$ D. Although we focus on the smallest discussive logic and its correspondence to $$ {\textsf {D}}_{\textsf {2}}$$ D 2, we analyse to some extent also its formal aspects, in particular its behaviour with respect to rules that hold for classical logic. In the paper we propose a deductive system for the above recalled discussive logic. While formulating this system, we apply a method of Newton da Costa and Lech Dubikajtis—a modified version of Jerzy Kotas’s method used to axiomatize $$ {\textsf {D}}_{\textsf {2}}$$ D 2. Basically the difference manifests in the result—in the case of da Costa and Dubikajtis, the resulting axiomatization is pure modus ponens-style. In the case of $$ {\textsf {D}}_{\textsf {0}}$$ D 0, we have to use some rules, but they are mostly needed to express some aspects of positive logic. $$ {\textsf {D}}_{\textsf {0}}$$ D 0 understood as a set of theses is contained in $$ {\textsf {D}}_{\textsf {2}}$$ D 2. Additionally, any non-trivial discussive logic expressed by means of Jaśkowski’s model of discussion, applied to any regular modal logic of discussion, contains $$ {\textsf {D}}_{\textsf {0}}$$ D 0. Primatological and archaeological evidence along with anthropological accounts of hunter-gatherer societies indicate that lethal between-group violence may have been sufficiently frequent during our ancestral past to have shaped our evolved behavioral repertoire. Two simulations explore the possibility that heroism (risking one's life fighting for the group) evolved as a specialized form of altruism in response to war. We show that war selects strongly for heroism but only weakly for a domain-general altruistic propensity that promotes both heroism and other privately costly, (...) group-benefiting behaviors. A complementary analytical model shows that domain-specific heroism should evolve more readily when groups are small and mortality in defeated groups is high, features that are plausibly characteristic of our collective ancestral past. The relevance of the research reflects the unity of the requirements of the Beijing Philosophical Congress "Learning to be a man" and the anniversary report of the "Rome Club" "Come On! Capitalism, myopia, population and destruction of the planet", which the transformation processes of the socio-sphere are revealed from the standpoint the need for a radical breakdown of the spiritual and moral world of man and his worldview. The foundation of these transformations is the transition in education, as the hippocrine (...) of our knowledge, the source that quenches thirst in them to the "new Enlightenment" as a decisive factor in the learning of a person to be him. This determined the purpose and objectives of the article. The purpose of the article is to substantiate the natural and necessary character of the formation of the "new Enlightenment", to reveal the architectonics of its content. Research objectives : in the context of the goal to uncover the factors that determine the need for a transition in education to the "new Enlightenment", its qualitative difference from the Enlightenment of the 17th-18th centuries; to characterize the new content of "connectedness" in education based on the use of new information technologies; analyze the process of formation of a new spiritual and moral outlook of a specialist on the universal values of humanity; focus the learner’s attention on focusing knowledge of sustainable development as a determining factor of the global problems of mankind through the interrelation of academic disciplines; an important component presents the demand for the formation of a new integral thinking, innovative in its essence and qualitatively different from the analytical one. It is noted that the transition to the path of integral thinking contributes to the connection, coordination and organization into a single whole of the fragments of the object under study. Such thinking is characterized by stability, reliability, variability; it is original in its connections with science and education, and methodological influence on individual and social consciousness. Integral thinking reflects a qualitatively new level of intelligence. Research methods: to achieve the stated goal and constructive solution of the tasks, the article used the method of abduction, analysis and synthesis, historical and logical, synergistic approach. The results of the research: a new paradigm of education is represented – the noospheric-information one corresponding to the factuality of the “new Enlightenment”, as its ability to reproduce itself on a changing scale. The change in the scale of the socio-sphere is due to its globalization processes. The content of the “new Enlightenment” is explicated as a qualitatively new level of formation of students' sustainable knowledge based on the integral innovative type of thinking based on the information resources of society, the use of modern educational technologies, as well as on the values of society, as the quintessence of its wisdom and public intelligence. Conclusions. Thus, the formation of a "new Enlightenment" is natural and necessary. This follows from the requirements of the “learn to be human” program, as well as from the development of an internally ordered education process. “New Enlightenment” also has an attribute of uniqueness, since it does not have anything to compare with, identify; it is an objective, essential, unique phenomenon; it is single, relative, determined by the previous development of education. It is based on the processes of intellectualization, innovation, informational content, humanism and is capable of solving constructively the tasks facing society. (shrink)

This article addresses the famous 1910 debate between Vladimir F. Ern and Semyon L. Frank centered around the problem of identifying the distinguishing features of Russian philosophy. The debate was a continuation of Ern’s debates with Russian philosophers associated with the international journal Logos (Sergei I. Hessen, Fyodor A. Stepun, Boris V. Yakovenko, and others). The author shows that Ern’s understanding of an original Russian philosophy is organically related to his overall philosophical doctrine. As for Frank, his views during the (...) 1910s on the distinguishing features of Russian philosophy were different in nature. It is worth noting that in the 1920s articles written during his émigré period, Frank’s views on the distinguishing features of Russian philosophy undergo a decisive change. Frank’s new ideas about Russian philosophy turn out to be extremely close to those of his late opponent, both on the whole and in the details. At the same time, Frank’s overall philosophical views do not undergo as dramatic a change and develop in a fully evolutionary mode. The author attempts to identify the reason for these changes. An inspection into the contemporary theory of knowledge shows that a new methodological stance, that is, the so called evolutionary epistemology or, equivalently, evolutionary theory of knowledge, which is a version of “naturalistic” turn has been established. This stance tends to consider various philosophical problems from concrete scientific positions and by means of scientific knowledge. This interdisciplinary enterprise has determined as its purposes the researches of biological preconditions of human knowledge and the explanation of its features on the basis of (...) the modern synthetic theory of evolution.The paper discusses the ideas of K. Lorenz, G. Vollmer, D.T. Campbell, H.R. Maturana, F.J. Varela. Especially, the paper concerns the thesis that the reality cognizable by man is the reality designed, created during his personally involved communicative activity. In this perspective, the question “What is the object of knowledge?” becomes inappropriate. The reliability of knowledge consists in being able to behave adequately in individual enterprising and in co-operation with other subjects. (shrink)
